Building a More Efficient World: PowerCom Deals Nearly 43,000 Smart Meters to JDECO Along With Their Advanced PLC Technology
JDECO was losing money and required an economical solution for better managing their resources and energy usage, which shaped their desire to achieve world-class electric grid efficiency by adopting the latest smart grid technology and know-how from PowerCom.

Jerusalem Distric Electric Company (JDECO) is an electricity distribution company in East Jerusalem and the West Bank servicing approximately 240 thousand customers.

JDECO was losing money and required an economical solution for better managing their resources and energy usage, which shaped their desire to achieve world-class electric grid efficiency by adopting the latest smart grid technology and know-how. 

PowerCom supplied JDECO with 42,965 smart meters (combination of single phase, three phase and CT) meters utilizing PLC, GPRS and LAN communications as well as 437 concentrators, and their user-friendly MDM System. Installation and configuration was conducted independently (after short training was performed).  The system enables remote readings (scheduled and on-request); loss alerts; and tamper alerts.  The MDM solution helps JDECO manage the above systems and provides a smooth integration to billing.

“Powercom allowed JDECO to increase its collection by identifying non- technical losses at the level of 25%.  After the implementation, the losses had reduced to 2.8%.   JDECO benefited from a cost-optimized, one-stop-shop for simplified administration, maintenance and provisioning coupled with a single point-of-contact for integration", said Mr. Hisham Omari, CEO of JDECO. "This is a milestone for JDECO, with a future-proof path to transition to “Smart Metering” and “Smart Grid” service provisioning, providing revenue collection and tamper detection. The solution allows JDECO to provide additional quality of service over the same infrastructure”.

The project achieved an investment payback period of only 4 months. Within a few days after installation JDECO was able to find energy losses and tamper on the grid aided by automatic daily alerts sent to the system operators via e-mail and SMS.

Transition to the smart grid with real time performance has a wide range of benefits and is required to prevent overload and overvoltage, and to overall manage greater fluctuations in supply and demand, while maintaining security of supply.

With the precise hourly metering data introduced in this project, consumers are able to respond to price signals encouraging consumers to use power hungry appliances at off-peak times in order to balance out the load on the national grid, meaning the country can run on fewer power stations.   The system also enables electricity consumers to have more accurate billing as well as near real-time access to their current and historical consumption data, via a web portal reducing the customer calls to the call center.

The success of this smart meter project means that long term use of smart meters will play an integral role in the transformation of the existing energy system towards a sustainable energy system to support applications such as demand response, combination of time of use and step tariff, electric vehicles and consumer generated electricity.  With the new heightened level of visibility through automatic alerts and safeguards built into the system, the system is expected to reduce the average number of annual outage minutes.
